A council or assembly with four requisites, referring to the Buddhist assembly during the Buddha's time when he gave the Ovada Patimokkha: 1) the day was a full-moon day of the month Magha, 2) 1,250 monks gathered without prior appointment, 3) all were ordained by the Buddha himself ('ehibhikkhu'), and 4) they had all attained arahantship.
